He is working at the Ministry of Rural Rehabilitation and Development (MRRD) in Afganistan and conducted an interview in December, 2017 with on TV channel to introduce study and life in Korea.

The interview was proceeded for a half hour and a summary is below.

They (Korean government) were thinking to make a comprehensive economic plan, finally, they launched 5 years economic plan in 1962 which is very famous in Korea, and continued till 1972.

The  2 round 5 years economic plan improved little bit the living condition, infrastructure, as well as South Korea, were about to stand by himself, this is what happened in urban areas, but there were no visible changes in rural areas which resulted in more immigration from rural to urban areas, population were increasing in urban which disturbs the urban plan. Up to that time there were no any exact practical rural development plan in Korea, finally Park Chung Hee the ex-president of South Korea which was an army general then became president, decided to  make a comprehensive rural development plan, in order to prevent the immigration of people from rural to urban, on the other hand, to eradicate and remove the hunger and poverty in rural area which aims to rural development. The Korean government under the leadership of Park Chung Hee made a comprehensive rural development plan which is named in Korean Saemaul Undong that means new village movement. This plan was included several sector ministries. They started Saemaul Undong from small projects like beautification village which is much easier and the important point is that the villager should experience the success and they should believe and change their mind that they can do, after that the projects become big and bigger. In this stage, Korean Government distributed 335 bags of cement with the iron bar for every village. Villagers were assigned to use whatever they want and what is the priority of their needs. This time some villages made the bridge, constructed roads and some used the cement and iron bars in public purposes, meanwhile some villages distributed the cement and iron bars between villagers and used them in private purposes. When government evaluated the projects, they gave more projects for those villages who used cement and iron bars in public purposes and stopped projects for those villages who did not work well and distributed between villagers for private use. Korean government made competition system in rural development. After passing some years almost all villages contributed to the development process. Saemaul Undong was not a rural development plan, but it was a comprehensive development plan which started from small projects in the rural area and went to urban which resulted in the industrial revolution in Korea. In fact, Seamaul Undong put the cornerstone of Korean development.
